If bardock died then why didn't goku meet him in the afterlife? And if he went to hell, then in GT when all the bad guys from hell escaped, where was bardock? Did Akira forgot this?

Bardock never actually became good. Just because he stood up to Freeza doesn't make him good, and it certainly wouldn't make up for all the people he killed.

vegeta killed more people then bardock...he was killing people since he was 7 years old.. and he became good at the end..

plus bardock said somthing at the end of the movie which makes him a good person.. but i forgot what it is ..

Vegeta wasn't considered good until the Buu saga. After killing as many people as Bardock did, you just don't become by doing or saying one thing. Even if Bardock DID become good, he would still become a soul cloud because his evil deeds would outweigh his good ones.
