See the evidence of being a sanjiyan and not a human is too have a sanjiyan eye, which is located at the forehead. Tien has this so he isn't a human, regardless if he was born human or not. Just like the 17 and 18 were born human, but now they are androids.

DB Legacy didn't have an option for human. The thrid option was the only one that implyed that Ten's a human.

Of course there are no cyclopses in DBZ, but a triclops comes from cyclops, except with three eyes and is what sanjiyan mean in english, triclops.

Tien's extra eye has nothing to do with race, but rather with religion. In some Asian religions, like Buddhism, the third eye is a symbol of having one's soul opened to wisdom and englightenment. Tien's character design is a pretty basic stereotype of a monk that practices kung-fu.
