No, they cannot. For an anime as large as Dragonball/Z there is a copyright and no other company has acess to any of their characters. There may be some exceptions, though.

Look at the DB special movie (path to Power) it was the best DB moive and one of the best DB/Z/GT moives.

Honestly, plot holes don't really matter. Movies already don't fit so why would it matter? If some other company were to produce a movie, I'd be happy unless it did not even fit with the Dragonball Universe
