Hitsugaya Toshiro vs. Soi Fon

Soul Society Arc. Toshiro using Bankai. Soi Fon using Shikai.

Soifon.

Hitsugaya at full power with Bankai could equal or possibly surpass Yammy's power in his unreleased state during the Arrancar arc. That Hitsugaya was probably stronger than the Soul Society one by a decent margin. Bankai Ichigo had no problem just vanishing from Yammy's line of sight and cleaving off his arm. Bankai Ichigo was probably close to Bankai Byakuya (Senkei) in strength, even though he, too, had gotten better at that point. Still, Soul Society arc Bankai Byakuya could definately manhandle Yammy with or without Senkei. Yoruichi was toying around with Byakuya in his unreleased state. Byakuya couldn't even hope to hit her. It's rather likely that he could bring her down with Bankai (first stage), still, even with a full 10x multiplier in addition to the Shikai multiplier can't bring her leaps and bounds ahead of her. Soifon with shikai was blatantly superior to Yoruichi.

Therefore, Soifon w/ Shikai is quite ahead of Hitsugaya w/ Bankai. Practically speaking, I don't think Hitsugaya could even hit Soifon, and Soifon would have little trouble hitting him twice with her zanpakuto, if she intended to kill him. If you throw Shunko in, it becomes an overkill.
