The best is easily Aizen's.
Ashisogi Jizou is pretty good too, paralyzing the enemy plus feeling pain plus constant poison release? Hell yeah.
Kira's Wabisuke has a good ability also, though it wouldn't work against Matsumoto or Byakuya's senbonzakura.

The 2nd vice-captain's looks pretty lame, and he is always shown as a weakling so I think that might be the least useful...
