Tien is a wild card. I could say that he stopped training after the Cell Arc, and had a power level of 10 when he stopped Buu's blast. The Shin Kikoho has a power level that is 1 billion times more powerful than the user.
The point is, I could say that and you couldn't prove me wrong.
