Mr. Toriyama never had any part in the anime. However, Mr. Tajiri has complete control over everything. Mr. Toriyama gave the rights to Dragonball/Z to TOEI. Mr. Tajiri is the rights to Pokémon. Everything about it belongs to him. If he was opposed to anything about it, he would'vse said something. Mr. Toriyama couldn't. GT wasn't his anymore, and he had no legal authority when it came to how GT was worked. Mr. Tajiri however, is in control of every aspect of his series. The manga is official. Look down, and read the definition of Canon. Mr. Tajiri approves of his manga. He agrees with it. If he didn't, the authors would've been booted a long time ago. Fact is, the manga is his. He accepts it. It's official. Case closed. There is nothing, absolutely nothing that isn't official about the manga. Lets give you a nice example. If Mr. Kishimoto shows up at your door and says he wants to liscence your Kisame fiction, it becomes canon. It is official. Lets use a more realistic example. Mr. George Lucas has authors write books on the Expanded Universe. However, any and all major events go through him. If he doesn't want them, they don't go in the books. The same applies for anything Mr. Taijiri writes.

Canon: A body of works considered genuine or official within a fictional universe.
