After re-visiting Volume 21 of the manga, I must say that Goten is a good deal stronger than what most peeps think. Some say, oh no, he was holding back against him because it was just a warm-up...but I tend to reject that because of the fact that they both have intensely serious faces on and they're both profusely sweating. Also, Gohan once stated in the Saiyaman Arc that Goten and Trunks would surpass him soon if he didn't start training again very soon. The way he said it inferred an any-day possibility...

SSj Goten could be anywhere from the Cell Jrs strength to near MSSj Gohan's. But watching their intense sparring session, Goten couldn't have been anything less than 1.2x weaker than Gohan. Here are some examples:

SSj Goten: 8-10,000,000,000

Piccolo: 6-7,000,000,000

MSSj Gohan: 12,000,000,000
