Actually, Kid Buu hit Mr. Buu with another beam when he got close to him, which he regenerated from as well. Kid Buu also punched him in the stomach, but the most he could do was stretch him a bit, because his arm wouldn't go through.
Even if the regeneration wasn't used as much, it's obvious his resistance to attacks is better then Vegeta's, because of course, Buu's are made of different things, unlike Saiyans, who've don't show that kind of resistance. Overall, Mr. Buu has better defense when it comes to his being, Vegeta doesn't.

Nobody knows if Fat Buu could have powered up against SSJ3 Goku, it's just pure speculation if you think he can. He already powered up against Vegeta and that is enough.

Since it's been shown his power grows when he's angry, that's basically a stated fact that wasn't contradicted, because he didn't get angry against Goku. So, sayin he couldn't get any stronger is pure speculation, since nothin states he was at his maximum.
