Exactly. Potential is what you are capable of. If you say I have the potential to get stronger it means you didn't hit your peak yet and you can go further. Saying you have a great potential means you have a great maximum power. Just like in sports, when we say ''This player has a great potential'' it means this player's prime is great.

It depends how you say it. If you take potential as in Evil Vegeta's sentence, then you are correct. If I say you have great potential, it refers to your maximum power.
