I have no idea who would win between these two. On the one hand, alot of people say Tien is weak as hell at this point in time, but on the other hand, Tien's Kikoho attack held off Semiperfect Cell, something Piccolo/kami couldn't even do to Imperfect Cell(second appearance)

Actually, I am more interested in which has the highest Power Level, rather than which would actually win in a fight, but whatever.
