Yes, Itachi could see through anything Orochimaru could try to do and counter it before it could damage him. Not that he could tank anything Orochimaru was capable of, like Edo Tensei. Again, do you think that Itachi would just stand around DBZ style and politely let Orochimaru summon people that could quite possibly take him?

Yes, he was the only one capable of taking them, but I seriously doubt solely because of ability. If you look at the big picture, none of the people in charge, like Danzo or the Sandaime(Who didn't like it anyway) could handle it because it's genocide. They needed a scapegoat strong enough to do the job, and also unimportant enough to take the heat without Konoha looking bad.

Just because they are unorganized doesn't make any individual weaker. It makes individuals strive to be stronger, actually, because they have to be to survive against other clans and don't have a huge village of other comrade ninja and a age of peace to back them. There's no doubt that Madara has learned something since all that time, but with him hermiting it away like he does (Heck, Orochimaru got away with making a village that was legitimately respected, as far as Chunnin Exams go.), the signs point to him being less than he used to be, and not more. Itachi also backs this by saying that he's a shell of who he used to be.
