Well, finally back on topic lol:

I have already said what I think about it:

The difference in chi between fat and Super Buu is very little in the beginning of fusion saga. First of all we see that Krillin couldn't see the difference in chi. Then we have Piccolo who only states that his chi and body have become better for fighting, not his power level, and we see that Goku wasn't near worried when Super Buu shouted, as he was when he and Vegeta had to fight him. Also we know that SSJ Gotenks raped Super Buu, and if Super Buu was on level he was against SSJ3 Gotenks,SSJ Gotenks's Super Ghost bla bla bla attack wouldn't even faze him. Also we have Piccolo's statment where base Gotenks stands a chance against Buu, and if Super Buu was on power level he was against SSJ3 Gotenks, it would be totally impossible for Piccolo to believe base Gotenks might stand a chance.
All this indicates that Super buu wasn't at full power when he shouted for the first time.

"Piccolo even said RIGHT AFTER GOTENKS HIT SUPER BUU: "......We're doomed....." "

He said "Or maybe he doesn't stand a chance"

This is obviously cos he realised that Super Buu was hiding some power.Also this doesn't mean that this is the judgment for power level. He could have said that only cos they suck in fighting and they are arrogant and aren't serious, use fancy techniques that don't do anything good.

So:
Super Buu(suppressed)>=Fat Buu - By Piccolo.

Super Buu(suppressed by the same amount as before)>= base Gotenks(post ROSAT) - again by Piccolo.

So:
base Gotenks(post ROSAT) ~ Fat Buu >> SSJ2 Goku.
