There is no real indication whether SSJ Gotenks > SSJ3 Goku(full power).
Goku's statment that SSJ Gotenks is stronger refers to his power while he was fighting fat Buu, which we know is probably far from his full power.
SSJ Gotenks > SSJ3 Goku(suppressed), is only thing we know.
About Goku's full power, I reckon its:
SSJ3 Goku (full power) > MSSJ Gotenks - pre rosat, but:
MSSJ Gotenks(post rosat) > SSJ3 Goku(full power)
