Of course. It would be hard for Cell to fight when he's laughing so hard at Broly's pathetic power level.
Broly was only a bit stronger than a weaker Super Saiyan Gohan than Cell fought. And Cell was at least even with that stronger Gohan before he even went to full power, forget about after getting the zenkai.
