Whose to say that Vegeta had to be twice as fast as Kiwi to do that, though? We don't have any statements regarding speed differences in the series, so regardless of all of you guesswork, it's still just that, guesswork.
And I don't even watch the anime, good sir. It's chapter 273. I don't know what chapter that is in the VIZ volumes, but it should be Dragon Ball Z volume 7, I think.
Literally, "Butta here's speed is number one in the universe." This is Captain Ginyu talking, so, in terms of speed, Goku>Butta>Ginyu, while, in terms of power, Ginyu>Goku>Butta.
This kind of changes your perception of speed in Dragon Ball, doesn't it?
