Note that Goku, who was weaker than Ginyu was before using Kaiô-Ken, was faster than Butta. And Ginyu called Butta the fastest in the universe, meaning he was faster than Ginyu.
So, in terms of speed, Goku>Butta>Ginyu
In terms of power, Ginyu>Goku>Butta
You can't judge speed based on power.
And of course speed increase with power, we all know that. But that doesn't mean twice as strong means twice as fast, it means faster means stronger.
And are you saying "out of character"?
