I'd say to be precise: Super 13>=Android 16>>>Android 17>>Android 18>>>Android 13>>>Android 15= Android 14>Android 20/Dr. Gero (Best)>Android 19 (Best)

Android 15 & 14 gave a little fight to Vegeta & Trunks they gave them SOME kind of damage of course when Vegeta punched 15 his head fell off with a delayed effect but still weren't exactly "Owning" the Base Saiyans. Plus in the movies SSJ transformations are SOOOO underrated (Their effect in a battle at least).
