No they don't...
Android 16 Vs Imperfect Cell: The juggernaut of an Android tears of Cell's tail like nothing gives him the bee-fly speech (if it was spontaneous it would have came back straight away). Cell then continues to speak yet no regeneration. Cell controls his regeneration.
Super Saiyan Grade 2 Vegeta Vs Perfect Cell: The amazing blast from Vegeta's Final Flash manages to destory Cell's arm and upper torso. 16 YES 16 pannels of everyone looking at the damage as he hasn't regenerated yet.

Conclusion:
-Remember Cell has Piccolo's cells. Piccolo controls when he regenarates; he was standing infront of Cell (the first time they met, after Piccolo's sync with Kami) with a half blown-off arm for a good few pannels showing there not spontaneous, nor is Cells. They both choose when to regenerate themselves.
