You guys you have to go back to the time the word "Immortal" was created. It was used to describe the everlasting life of Gods back in the day. Back in the day Gods died too, for example Kami is a god and capable of nothing along the lines of everlasting life.
Garlic Junior is not Immortal as he can die, he can be killed. Having a hole blasted threw his body gives me enough reason to believe if he was hit by Son Goku's Chou Genki Dama (Buu Arc); he would die as there would be nothing left of his body.
It's like Son Goku's body being a lot more durable when his body is dead, but restored. When he returned to Earth for a day in the Buu Arc. Garlic Junior's body is just a lot more durable, and as SaiyajinPerfection said

I would say Galic Junior has these kind of attributes of immortality.
Think about it, he wished to be eternal along with something as well. Shenron is eternal but he can die, very easily! Though it may mean that even when you die, and its possible to die again then to cease from existance. Galic Junior will always exist in one way or another.
