Realistically, it should not have taken until Perfect Cell, who's is well into the billions, to cause the entire Earth to shake. If we look at it from a plot perspective, there'd be no point in the heroes trying to save an Earth that doesn't exist anymore, no...?

And Kami-Sama IS the God of Earth. He created the dimension of time so you can't make that argument. We see that even gods can be surpassed in DBZ. The Kaioshin was in awe of the Super Saiyajins' power. And in DBZ, Enma is at best several times stronger than Radditz of all people. Again, Toriyama is much more liberal and his plot rather straightforward in comparison (simply "saving the world").
^For the sake of his straight-forward plot, Toriyama made the Earth more and more durable.

-In fact, there is a plot-hole because when Vegeta powerd up, Goku said it felt like "The whole planet is trembling,":



-Sensui in Ningenkai is doing the exact same thing as Vegeta: Making the planet tremble, causing boulders to levitate and caves to collapse, etc. Since he was using less than 50% (which would be anywhere from 1-45) and Vegeta's power-level is 18,000 all you would need to do to calculate Sensui's power is multiplying that by 1-45. It's the same method for finding Toguro's power (Multiply 5, an ordinary human's number, by the percentage he is using). Consequently, Toguro is in the 600's with 120%.

-This method would only work if there was some comparison between the sheer phsyical effects Sensui and Vegeta had and the intensity of their fights. Only a fanboy or a bigot wouldn't be able to see the similarity.

-If we are to compare the two series based on their amazing feats than it's obvious Ningenkai is much weaker than DBZ's world. Everyone knows, for the recod, that Makai>>>Ningenkai. And yet, in Makai Sensui uses his full-power and it has the same effects as Goku:






In conclusion,


-Sensui can shatter Ningenkai with only half of his full-power
-Sensui can us his full-power in Makai
-Goku and Sensui had the same effect on the terrain
-Makai and DBZ can endure similar amounts of punishment
