I said that because I put base Gogeta higher than SSJ3 Gotenks, I think he is a little weaker than Vegeto who I believe at base is stronger than Shin Buu. If I place him even higher than SSJ3 Goku, not just a little but much higher, I still don't see why I would place SSJ4 Goku above him.

Yeah, but up to that point, SSJ Goku his more powerful than is SSJ3 state in GT, if Goku became that strong and Vegeta didn't got any weaker, I don't see why Gogeta or Vegeto wouldn't have that boost in power. If SSJ Goku(GT)>SSJ3 Goku(Z) then I believe SSJ Vegeto(GT)>SSJ3 Vegeto(Z).
SSJ3 Vegeto in Z must be multiple times stronger than SSJ4 Goku, even if he was to revert to base in GT, I'd still place him a little above SSJ4 Goku. Maybe I give them too much power.
