I feel this goes to show that there's a discrepancy between latent strength and potential. That aside, Goku had never lacked interest in fighting and was trying to create an active hero (Oob) that wasn't mired by complacency and peace by the time the end of DBZ rolled around, so bequeathing his role in that way wasn't too arcane. Furthermore, Vegeta observes that he had no indiscernible ulterior motive. So yes, I'd say he's a good deal stronger, but just that.
But, again, I'd say about equal.
