Well, to be brief to the point, I'd say it's a matter of opinion. The level of progression attained over many a year and how that goes about in relation to the SS and normal states... to be less verbose, none of that is ever set in stone. If anything else, I'd say the SS state and whatever changes made to the augmentation from the "base" state was less that and more a way to move the plot forward (as less SS forms and more breakthroughs, as well as the uncorking of SS power), as Toriyama-sensei probably wasn't intending that level of scrutinization.

But if I had to guess, since my views have changed since then, perhaps about the same. I should also note that by the end of the Boo fight roofs were being hit hard, and auto-evolution augmentations stopped quickly. I feel this goes to show that there's a discrepancy between latent strength and potential. That aside, Goku had never lacked interest in fighting and was trying to create an active hero (Oob) that wasn't mired by complacency and peace by the time the end of DBZ rolled around, so bequeathing his role in that way wasn't too arcane. Furthermore, Vegeta observes that he had no indiscernible ulterior motive. So yes, I'd say he's a good deal stronger, but just that.

But, again, I'd say about equal.
