-Stage Two Cell took a punch from 16 without flinching, too. So, if people are insistent on going only by "didn't feel a punch", then:
(Super Android 13 / Super Saiyan Vegeta) = (Stage Two Cell / Android 16)
Now find the ratio of Cell over 16, and find the level of Super Saiyan Vegeta. Fit the ratio to Vegeta, and you have 13's level
