I agree, he looks like he has dreadlocks tied up in a ponytail, shorter than Tosen's hair in the Soul Society arc, but wouldn't need to be long considering the time frame that this is taking place.
Though if I didn't know better, I could almost say it looked like Renji, the way he ties his hair up in a ponytail. Course this is way to early in the story for it to be him.
