Eh, If Kakashi says that Naruto is about as strong as him right after the fight, and Kakashi is the strongest Jounin in Konoha, and a candidate for Hokage, he's (at least) low kage level. Therefore, if Naruto is about as strong as Kakashi, then he's low Kage level. If A=B and B=C, then A=C. So...Naruto would indeed have the power of a Kage, and I don't think that Yamato would be "not close" either.
