Which means it's far from "common sense" that they were at their Cell Games power levels, since that whole set of circumstances doesn't exist in the Movie 8 timeline.

And Goku was hungry, which made him weak. Otherwise, Broly would have been beaten. Gathering the ki from his friends just brought Goku's power up to where it would be if he wasn't starving. And he went ahead and punched a hole in Broly. Because he's stronger.
That obviously is an un-deniable fact, but wasn't it stated by TOEI that Movie 8 was taken during the Android saga? Ultimately, there are two facts people generally choose to ignore in this situation. The first, being the one you brought up, Goku being hungry... The second, was stated in the manga. The movie negated the fact that Goku can't absorb ALL of the energy given to him, his body wouldn't be able to take it. Putting both of these into perspective,I would put Goku's power around a 50% MSSJ, comparable to Cell Games 50% Goku.
