Too lazy. We know Sasuke entered at age seven. We see Naruto with him in his flashbacks, competing. Naruto apparently failed the graduation test three times, meaning he was in his fourth year when he graduated at age twelve. When speaking of Itachi, Sasuke mentions he graduated in his
first year- not "one" year, "first" year. This implies that graduations are held yearly. This is also supported by the fact that each member of Team Gai is exactly one year older than any of the nine rookies.
