Who says it has to be all Burmese government? These people shouldn't have to wait on it. Their property is still their property. It isn't going to be fun, and for people not used to that line of work, it could be a little harder, but with survivors helping each other with the know how, they can at least make reasonable shelter, and some can rebuild their stuff on their own. If my house got torn down by a cyclone and I survived, as soon as the weather cleared, I'd begin to salvage my stuff and rebuild what could be rebuilt (a warm shelter, at the very least). I certainly wouldn't sit in my front lawn, arms crossed, waiting for relief programs to come bail me out and spoon feed me. Whatever help they could offer would be appreciated and welcomed, but it doesn't mean that I have wait for them to start the help.
