It doesn't mean anything of the sort. Gohan thought that Goku was
much stronger than him (since he always had been, not to mention the fact that it's his "Daddy"), not that they were equals. So the fact that Gohan didn't think Goku was going all-out doesn't mean that Gohan's much stronger. It just means that what Gohan had imagined his father as being was much stronger than what Goku really was.
