Cooler conquer planets with his hetchmens for many years and them fight versus SSJ Goku.

The both team are inteligent. But Freeza and Cooler rules the univers for many years. And Cooler would be very inteligent to control an army of Meta-Coolers at the same time. So,. In my opinion they are more inteligent.

Freeza survive the Giant Spirit Bomb, SSJ Goku (Kameha), the cut in the middle of his body and the Namek explosion.
