Getting closer would be closing the gap.
Goku claimed he had the most intense training in Otherworld. Vegeta was busy doing the same old sh*t. Everything they say and do points to Goku maintaining that same power advantage (as well as other things, like base Goku facing Goten and Trunks at the Lookout, as opposed to Super Saiyan Vegeta facing Trunks in the gravitron).
