What Goku said happened during the kamehameha duel, before Vegeta's distraction, in time when Cell's and Gohan's kamehameha were on about same level.
So if Cell's kamehameha = Gohan's kamehameha, and Gohan hasn't released his true power yet, that makes him stronger.
