I don't see Raizen being much stronger than Super Perfect Cell. And that's...being theoretical. In reality, Sensui's base is about as strong as Goku in the Saiyajin saga (looking at the effects they had on the environment) Yusuke said Raizen was using "1 or 2%" when they fought just before he died. It's not hard to figure out their power-levels.
