If Super Saiyan Gotenks > Super Saiyan 3 Goku, then base Gotenks > Super Saiyan 2 Goku.

Super Saiyan transformations are Super Saiyan transformations. You can't give different multipliers to each guy just because you want them to be weaker or stronger.
