Actually Baby Vegeta was stronger than Goku on equal footing when they fought I think its basically like this:

SSJ3 GT Goku: 100

Bebi-Vegeta Final Form: 120

Golden Oozaru Goku: 1,000

Golden Oozaru Bebi-Vegeta: 1,200

SSJ4 Goku: 1,200

Perhaps once Baby chooses a permanent host his power as well as the host's power is multiplied. So really that would explain how SSJ2 Vegeta is able to keep up with SSJ3 Goku and then with the 2 additional transformations he's far stronger then SSJ3 Goku. If they went through the same transformation (Golden Oozaru) then Bebi-Vegeta is ahead as shown through Goku's battles with him. So if Golden Oozaru= SSJ4 then SSJ4 Goku would have been annihilated. So therefore SSJ4 Goku>>>Golden Oozaru Goku.
