Actually Golden Oozaru is equal to SSj4 in term of power though SSj4 is faster than Golden Oozaru. It has to be like this or the small power of Bebi at this time wouldn't be enough to make Vegeta-Bebi [Golden Oozaru] stronger than SSj4 Goku.
