#17 and #18 were callous, teenage youths who wielded prodigious power, but they were just that; they were dulled by their teenage carelessness (though it's a tad excessive in #18's case, considering how soft she becomes later on, but character-building qualities nontheless). #18 was astute enough to draw out her bout with Vegeta because she was so ahead of him that she allowed Vegeta to become battle worn (and for that to eventually go to the notice of Piccolo, in compounding all of that), but besides their infinite energy reactors, Freeza and Coola have been shown to have displayed very quick, analytical, nihilistic, and almost serene observations in their fights (not to mention their mental powers of capacity, and when considering that form of horror is often used when one doesn't know what's happening to them or their body, that is rather frightening, at least to me).

Compare the tyrants of the Universe to a couple of teenage youths made into Cyborgs by a very old megalomaniac with quite a kernel of intellect to boot, and a certain answer starts to become glancing. At least, for me - strip #18 and #17 of their infinite energy reactors, and they're nothing too great (considering this versus topic of discussion has all combatants at tantamount battle powers).
