Wait a second are you saying that the "OVA" was AFTER the Cell Games? If you are then I disagree since Goku is alive. There were only 2 times when Trunks cut his hair:
1. Right before going to the lookout.
2. After he beats the Androids.

Now since the OVA is BEFORE the Bojack movie that means that he had to have had time for his hair to grow back at least thats what makes the most sense to me. So basically he had Saiyan armor until the end of the Cell Games and due to the fact that he doesn't in Movie 9 (Which is after the Cell Games & the OVA apparently isn't)
Yes, I understand that Broly is stronger than everyone but assuming they are all at their Cell Game level in both Movie 8 & Movie 9. Then how does Gohan go from being able to hold his own against Transformed Bojack. Now let's look at how Vegeta did, he got creamed by Normal Bojack not quite as badly as his beating as Broly however the he's still at least on par with Broly (They both were smiling during their fights) Now considering how Bojack was watching SSJ Gohan fight his minions he said that he couldn't beat him no matter how hard he tried HOWEVER we later see Bojack transform right after he beats Vegeta. Then while Trunks is paralyzed he nearly kills him with an Energy blast. Now this Bojack is ALOT stronger than the Bojack that Vegeta fought and yet Bojack actually said something like this: "You fought well kid, I commend you" meaning Gohan was a decent match for Transformed Bojack so really there just HAS to be a difference between Movie 8 Gohan & Movie 9 Gohan. I mean everyone else besides Gohan were all nothing to Bojack.
Bojack gave a brutal beating to the Z Fighters (Just as Broly did) but Gohan gave much more resistence so if he was a MSSJ in Movie 8 then he should at least have been able to last as long as Goku did. So really the gap between a MSSJ Gohan & Vegeta were shown to have a MUCH larger gap in Movie 9 then in Movie 8. So don't you think Gohan would have at LEAST been able to do as well or at least close to how Goku did against Broly which was considerably better than any other Z Fighter and Gohan at least should have been on par with Goku, which he wasn't. So that's why I think they're not MSSJs in the first Broly Movie. Also Gohan stated in Movie 10 that he'd gotten stronger than he was since he last fought Broly and he was in Base Form so he probably wasn't talking about SSJ2.
