His chi rises, as water being filled into a glass rises. The same way water in a glass can overflow, so can his chi, shown when he expels it in order to prevent himself from overflowing. His power doesn't increase, only his chi. Just like how Androids has infinite chi, but that doesn't mean their actual power is infinite.
