If he was getting rid of ki, then his power sure was NOT rising. If it were, then it would be able to use all the ki it could get. There would be no "overflowing".

Just because you pour too much water into a glass and it spills over, does NOT mean the glass is getting bigger.

And as far as "he gets stronger until he reaches his max, then stops", everybody does that. It's not anything out of the ordinary.
