We don't know if Vegeta isn't no longer strong than Chibi Buu in DBGT. The only things I know is Vegeta was confronting Goku at the end of the tournament in DBGT and both are at SSj. So they probably are around the same power. More it was stated by DBGT producers that the reason why they replaced "Bebi-Vegeta" by "Bebi-Gohan" (how was supposed to be in the beginning) not just because a Vegeta vs. Goku would be more thrilling but also because Vegeta closed the gap between him and Gohan at DBGT time. Now if they are referring to DBGT Gohan or DBZ Gohan I don't know.

Most likely since when Super #17 stop toying with him he owned Goku. So if he wanted he would kill him right way.
Probably he is. It is hard to tell if Vegeta is SSj or SSj2 in DBGT though I even think his SSj form would be stronger than Chibi Buu. Stronger than Super Buu and SSj Goku (DBGT) I don't think so.
