Not sure where you got that idea, but anyone higher than 38,000 will pretty much be guaranteed to beat him.

IIRC they combined a chi blast that broke Cooler apart. Another one of those cheap movie tactics which would never happen canonically (but this is Movie section, so w/e). I guess if Turles and Goku did the same then they might pull it off, but I think Nail is the type to get right down to business - he'll finish them off quickly.
