Dr. Raichi didn't anything to Zet-Senshi except blocking their attack with his shield. After Zet-Senshi start attacking him at their powerful forms (note the movie is post Cell Games so SSj Grades aren't no longer used by Vegeta or Trunks) the shield start breaking and Goku's Kamehameha destroyed it completely. Then Vegeta with his Final Flash attack killed him.

Well Dr. Raichi couldn't do any harm to Dr. Gero though the last wouldn't do anything to Dr. Raichi if he can't break his shield. A draw in my view.
