He said Toguro's power-level has to be 600 based on the percantages and the fact he felt like an ordinary human at 1% to Kuwabara. Vegeta, with a power-level of 18,000, caused a thunderstorm. The Kyuubi can do that with the wave of it's tail. Therefore, it is 9x stronger than Vegeta.
And Orochimaru can handle up to four tails so he is <72,000. Work backwards from there to find Shikamaru.
Now, Sensui had the same effect on the terrain as Goku (Fighting Vegeta) when using "less than a 5th of his power" (Mangafox, some translations say <50%). Multiply Goku's power by 6 and Sensui's full-power is: 48,600.
Kurama and Hiei were restored to A-class by going back to Makai. They could do nothing to Sensui who was stated to have S-class power even though he was a human (He even mastered golden rei-ki). So at best Fox Demon Kurama is 37,000.

Bitch plz.
Comparing different series to one series' power levels (which stopped using them) does not compute. Honestly that puts hundreds of characters who at best could take out a small town past someone who can destroy the Moon instantly. |
