First of all, don't try and do power levels because they are most likely completely innacurate. Second, I'm not underestimating an SSJ2, you haven't got to be too brilliant to know that if Chibi Buu absorbs an SSJ2 his power won't multiply.
Buff Buu is stronger than Shin Buu who is more than 3x stronger than Chibi Buu, just by absorging an SSJ2, Chibi Buu can't hope to get as strong as Buff Buu.
You say the kais are weak when only one of them was showed to be weak, it was stated Buu killed all the others and the East Kaioshin was the weakest. The others could have been just as powerful as SSJ2 Majin Vegeta, but would Chibi Buu still be multiple times stronger than them and kill them easily? Yes.
All you said is baseless assumption, you can't prove the Kaioshins were weak, you can just prove the East Kaioshin who is the youngest and weakest is.

So, by just absorbing the South Kaioshin who is weaker than an SSJ2, Chibi Buu grows from weaker than SSJ Gotenks to stronger than SSJ3 Gotenks??
It's not because one Kaioshin is weak that all Kaioshins are weak.
