I missed the part where he says he could beat Goku. But i dont think he could. Saying it doesnt make him actually become it.

So i put him tad bit above Normal Gotenks PL

Mystic Gohan cant beat Normal Gotenks with only one punch.

Frieza was using one percent of his PL becoz he didnt know that was Gohan. After he knew, he was immediately killed.

If he powered up, he still would have lost eventually to Mystic Gohan but own Cooler in a matter of seconds.
