Purely baseless assumptions. You only say that because you saw one weak Kai who was stated to be the weakest and now you put them all in the same basket. If you only see Son Goten and no other saiyan, does that mean they are all in the same league as him? Not at all. East Kaioshin was the weakest and youngest out of them I don't know why it's so hard to believe the bravest and strongest could have been 20x stronger than him.
Again, Kaioshin is impressed by the saiyans because they're mere mortals, not because he never saw such power.
It's perfectly believable the South Kaioshin never ever tried to remove the sword, it was there for generations maybe he didn't care to remove or not and most likely, everything is there to tell us he didn't try to remove it.
