This implies that there were Kaioushin-sama that had not attempted to remove the Zed Sword at all, and considering that the Zed Sword has been in existence for 15 generations (due to Rou Dai Kaioushin-sama's own statement), that means that there have been several other Kaioushin-sama before the most recent generation.
For all we know, after all the time that had passed between its creation and during the reign of the most recent Kaioushin-samas, it's possible that the desire for removing the sword had just diminished to the point that they stopped trying all together.

I think that someone considered the strongest Kai would try to lift the sword just to prove himself.
Countless Kai's were unsuccesful and he might succed but he decides not to lift the Z sword. Nah.
